Wow, a too large sticker.. At least they didn't put the sticker over the ink or stamp (the latter often happens to mail from Germany to the Netherlands, by Dutch mail company Sandd..)
It looks like the letter ended up weighing between 1 and 2 ounces, so needed the extra 98c postage. And yes, nice of the postal worker to place it like that, although it would have been even nicer if they had used stamps instead.

I must say it was almost artistically stuck on the envelope.
