They belong to a 5-stamps set issued on 20 August 2020 by USPS, which features, apart form those above: Computing, Biomedicine and Solar Technology.
Very striking I like those. Your top scan really shows the background nicely. Clever 'innovation' word, almost too clever for me as it took me a moment or two to work it out.

I read some negative comments about these. I'm afraid most philatelists don't like this issue.
