From my understanding recycling means taking it to a processing factory where it's manufactured into other products, e.g. paper into toilet rolls. Re-using something means you are not processing the item (not going to a recycling factory) but just re-using it again even if it's not used as exactly the original thing, e.g. magazine pages into artmail. That's my 2 cents worth ☺️.
