This 1966 stamp commemorates Gysbert Japicx (1603–1666), a Frisian writer, poet, schoolmaster and cantor. He was an ardent supporter of the memmentael (='mother tongue') that managed to elevate Frisian to the rank of literary language.
Thanks to your blog post I discovered that this stamp is missing on the Dutch wikipedia page. I added it, with a link to information (alas in Dutch only) about this stamp and about a mis-reading by the stamp designer, https://www.postzegelblog.nl/2018/05/20/het-duitse-woord-ich-op-de-12-cent-zomerzegel-1966/ :-) I hope wikipedia will keep my addition to that page (some other about an other theme was removed :-) )
